We are purchasing to test and more than likely put into production. The purchasing process requires an Installation URL? We don't even have the software yet, how can I give this to you? If we provide the production URL, will that lock us into using a URL and we then won't be able to test it first with a different one?

License is granted per URL so it is required on purchase. Everyone pretty much have an idea where they will host the application and how. If you will use it on http://pm.example.com than insert that value. If it is localhost or IP than use that. http://127.0.0.1 is valid as any other installation URL.
URL can be changed later on from your profile page. You request change, we review it and update your license.

Thanks for the quick reply. If we use localhost on our linux virtual machine, will we be able to connect to it with a web browser from a different machine?

It depends how you configure everything. localhost is usually resolved only on the machine where it is running but it can be configured differently on network level. Contact your system administrator or hosting provider for more details on this issue.
