Project / Milestone Subscription Notifications and Digest Mode (?)

It's looking like notifications are only sent when the status of a milestone changes, not when a ticket is added, moved, or resolved. This would be VERY helpful for our management staff - and even more helpful if it came in a digest mode listing the activity within a milestone at some regular interval.
Only reason I ask - many of our project managers would enjoy getting automatic notification when a new ticket enters a particular milestone. Particularly during testing stages. These guys live in email - How hard you think it would be to hack in a chron to jet a digest list of new tickets at regular intervals?
