We continue to experience individuals, especially clients, who do not subscribe anyone to new tickets. These are rarely noticed.

One could, of course, route them to someone for processing. What fun!

An alternative would be to, each time someone attempts to create a ticket with no assignment/subscription, pop up a dialogue: "Do you really want to create a ticket with no ...?"
