How do I create a project template? I see no option to mark a project as a template but 3 of my projects out of 30+ have added themselves to the project template drop-down.

Any project can be used as a template.
Additionally, you can limit template selection to a particular project group in Administration > General. This way only projects from a specific group will be available in select box.
