Billable question

I'm really impressed with 1.1.2 so far. The time sheet stuff is much improved and fairly usable now. Except I seem to have found a bug.
I have found two places where fields appear for specifying Billable "Y" or "N":
1) When you enter Time on a Ticket, this Billable flag seems to default to "Y" (which is what I want - yet this should be configurable).
2) When someone goes to do a Quick Add > Time Record, the Billable flag seems to default to "N".
These two are not consistent, and it's going to mess up my billing as employees are bound to forget to change that N to a Y, if doing a Quick Time Entry.
