cant access externally...Help please

First le tme say as a novice in PHP and web development ina whole I loved the instalation of this software.
However I have not registered my domain yet so I am using my external IP to access my page externally. I used Xamp to install my backend server.
When i type http://000.000.000.000/activecollab
i receive a page cannot be found and the URl turns to http://localhost/activecollab/index.php?c=access&a=login
I can replace the "localhost" wth the correct IP address and I will get the log-in screen
Weh i log in with the correct credentials i get the the page cannot get displayed again with this address http://localhost/activecollab/index.php?c=access&a=login
What do I need to change? thanks for any help that can be provided. once again I am a Noob at this so pardon if this has been resolved before. PHP is not my expertise of course.

Open config.php and replace ROOT_URL constant value with the value that uses your IP address.
