I'm considering buying this, can I get confirmation that license sales are allowed, and if so what needs to be done to transfer the license from one account to another?

Yes, you can purchase this license and we'll have it transfered to your account as soon as we get instructions from license owner.

Information provided in the message #1 is correct - license is valid and has support and upgrades plan until March 2011. This will have you covered for activeCollab 3, when it gets released.
