I've just installed AC. I initially added two members.
After adding a project, and beginning the task list. I decided
that I wanted to add another member. I did so.
Now that I want to assign a task to that new member, I find
that they are not visible in the 'Assign To' pull down menu.
----
Also, when I go back to edit a Task List (that I only left momentarily
to add a member), I see that a separate entry is made in the Recent Activity
area (for that edit). This seems excessive. Why not just let the single Task
List entry (for Recent Activity) suffice.

When you add user he is not automatically added to any of projects. Go to People tab (in project) and then to Permissions page. Give access permissions to that member. After that you will be able to assign task to him (or her).

Every operation on objects (tasks, milestones, messages, comments) is logged. Even if it is used now for pretty simple thing (generating activity log) it can be use to reconstruct how specific object got to current state, you can use activity log to query what’s new since your last visit etc.
Because of that every action will be logged but in time we will most probably change how activity log looks like and make it more "human friendly".
