I took copies of the following:
activecollab/config/config.php
activecollab/upload/all files
activecollab/public/files/all files

and then deleted all of the files in the aC directory. I then uploaded all of the 0.7 files and restored:
activecollab/config/config.php
activecollab/upload/all files
activecollab/public/files/all files

On attempting to login to activeCollab I immediately got the message:
"activeCollab is not installed. Please redirect your browser to public/install folder and follow installation procedure"

I then attempted to follow the installation procedure and all went well until the end when I got the message:
"Failed to import database construction. MySQL said: Table 'ac_administration_tools' already exists".

Any suggestions?

There is a reason why it is not said to delete everything but to leave files on the server.

First, you do not need to install activeCollab because it is already installed. Make sure that config/config.php is writable by the upgrade script and that you are using your old config file.

I'll restore the files on the server from the backup and take it from there.

I got confused because I had read the 0.6 to 0.7 instructions that do tell you to delete all old files. My fault.
