sub-tasks at arbitrary depth

Am I right in that there is only a fixed tax hierarchy - Projects / Milestones / TaskLists / Tasks.
The challenge is that it is not really clear what to put where - clearly Projects are important because they have permissions associated with them, but under there it is arbitrary, so for example I have "Website" as a TaskList, then I have as a task "Design images - assigned to Fred" but what if then there is a sub-task "Review images - assigned to Jane". Logically - and in systems like jot.com - I could just add sub-tasks of "Design Images", in Active Collab I have to put this as a task, which then removes the visual relationship between Jane being responsible for the review and Fred being responsible overall for the images.
In systems like Jot.com, there is an indefinate hierarchy - its basically an outline processor, and I find this useful in managing projects.
