Stuff assigned to anyone can be managed by anyone. Assign it to particular member or company to restrict permissions.

Is it normal that when an administrator (a user with "manage milestones" rights) creates a milestone for a project, that a user that does not have the "manage milestones" right, can edit the milestone status from due to done and vice versa?

I am using the latest stable build from the site.
There are no error messages shown.
I comply with the system requirements, php 5.2, mysql 5.0, apache 2.

Is there a hack or mod for this?
