Fatal error: Maximum execution time of 60 seconds exceeded in C:\xampplite\htdocs\activecollab\index.php on line 3

I can successfully upload 10mb within the intranet, but from outside clients, the max drops down to about 2mb.
It sounds like upload speed/time is the determining factor so ive edited any and all timeouts as well as the max upload and post file size, as well as looked at all the entries that involve the number 60 in php.ini, httpd.conf, and my.cnf

There also doesn't seem to be any reference to a timeout in the stated index.php
Where is the code that i can change the 60 seconds? to say... 600 seconds?
