    <description><![CDATA[<p>Since a contractor could be considered a resource I'll go ahead and call it Resource Management.  This feature will enable the Admin or Project Manger to basically choose a Resource based on it's availability.  As a Project Manager, under the Resources (or Contractors if you will) section, I can have all of my Contractors listed with the projects (with status: Active) that they are currently being used for.  Once I click on the Contractor's name I can see the contractors contact info, skill set, past projects, and maybe a portfolio along with the titles of all the projects that they are being used for.  I can then determine which Contractor I want to use.<br />
