How to edit and delete categories?

Clicking on "Manage Categories" gives me no option to rename or delete a category. How can this be done?

There is currently a bug that misinterprets permissions and don't allow you to delete categories. Fix will be provided in the upcoming release. Sorry

Is this same bug preventing updates in other areas? I haven't been able to find a way to CHANGE a users role once it is set. Also, The admin module seems to indicate the modules settings always you to disable modules, but this is missing as well. Are these related or is there some setting code missing from this release?
