Allowed HTML in Discussions (and generally) and Attaching files to items

Morning,
Two questions I couldn't find answers to in the docs or on the forums.
1. What HTML is allowed in a Discussion post? I can't create a normal a href type link and BBC code doesn't seem to work either. Is there a system setting for this or a markup list?
2. Is it possible to attach a file that has already been uploaded to a Discussion? For example, we uploaded a PDF in one discussion that we also want to reference in another. Attachments seem to only be uploads from the desktop. I realize this might be an FR but wanted to check first in case I'm missing something.

1. All basic HTML is allowed (bold, italic, links etc). New lines are preserved if you are not using visual editor (available for IE and Firefox).
2. No, it is not possible to attach file that is already uploaded. Just add a link to the file in your message.
