Activecollab's milestones appear to be much more like tasks or Trac's enhancement tickets than "significant point[s] in development" (M-W.com). A project management solution should include a way to enter and classify less significant steps in the development and management process.

The very word milestone signifies weight or significance. I would not consider all of the things we coordinate at my job as milestones or significant (in the scope of the project as a whole).

Either milestones should be renamed to something more appropriate and or a sub-milestone feature should be implemented.

I stand corrected, there are tasks which serve as smaller steps. The feature is just well hidden within check lists and pages.

It would be nice if there were a general "Tasks" tab for each project. And a way to add tasks which is separate from Pages, Checklists, and Tickets for those times when tasks are independent or as-yet uncategorized.

Tickets are the thing you are looking for. It can be a simple task with one line summary that can be completed in 3 seconds ("Send email to George" type of task) or a really complex task with comments, subtasks, long history etc.
