I didnt make sense :(
It will be clear by separating my question.

First, is anybody going to make or making a website for each language? An introduction of aC, an installation guide, how to use, and so on in each language.

Second, I made a draft of Japanese aC information website, and I can put it on the internet now.
But should I start the website now? That means before I start it, should I declare in this forum, find people who are also going to make the website of aC info, and then make it together with them? Otherwise there might be some similar aC website in Japanese(my mother language), information would be scattered. I think it is convenient that information is gathered in one place.

Does this make sense? I'm not sure because I'm not fluent in English.

Does anybody have any idea about websites for each language ( means information for non-English speakers) ?
I'm making a draft of Japanese website on local machine by Wiki, and I can upload it in a minute. Can I start the website?
