There you can see who is subscribed to the discussion and you can add or remove subscribers.

Is there any way to add people to a discussion after its been created?

I enter many projects and use a discussion thread for project status; however, some people are not getting notified when I update the discussion.

There is no way to receive email notifications whenever ticket is added automatically. This way when you receive a notification you know that it is addressed to you in particular, not something completely irrelevant.

If you wish to be notified on every change in all or in a particular project use RSS feed available on Dashboard or on Overview page of every project.
