    <description><![CDATA[<p>We continue to experience individuals,  especially clients,  who do not subscribe anyone to new tickets.  These are rarely noticed.<br />

One could,  of course,  route them to someone for processing.  What fun!<br />

An alternative would be to,  each time someone attempts to create a ticket with no assignment/subscription,  pop up a dialogue:  &quot;Do you really want to create a ticket with no ...?&quot;<br />
