    <description><![CDATA[<p>First make sure that /activecollab/localization folder is writable. Than go to Administration &gt; Languages and create new language. Make sure that you use de_DE.UTF-8 for locale name. That should create a new folder in /activecollab/localization folder. Place files from the package in that folder. If you want to be able to edit them through administration make sure that these files are also writable.</p>]]></description>

That is default set of filter, but system does not know which language you prefer on installation.  Languages and translations get defined later on. Renaming the filters to names you and your users prefer is standard administration procedure, just like you maybe renamed existing or defined new roles. It does not have much to do with localization.<br />

We'll see about emails and usage of special characters in To header.</p>]]></description>

BTW: I just received an E-mail notification from our ac-app. The member name in the email's &quot;To:&quot;-header seems to be ISO-encoded, not UTF (it's ok within the body). That's not really a translation-bug but seems to be a localization-problem (post-data while creating a new user).<br />

All german &quot;Umlauts&quot; öäüÖÄÜ are involved.<br />

    <description><![CDATA[<p>^^ These are the names of the filters and cannot be localized (just like you cannot localize names of tickets for example). Edit them and use any name you want in any language.<br />
