Check your profile settings. What you set in administration is just default language, it can be overridden per user from their profiles.

Maybe you have English set for that account.

I still got warning: "Cannot create translation file"

No I don't it's french alright, but it doesn't matter the issue is solved it's probably a glitch I can' reproduce it anyway !
