Is there any way to pre-configure rates for clients or rates according to different types of tasks?
If not, does anyone know of a plugin or solution for this?

Different rates are not supported by time tacking module. It treats all records the same. I am not aware that there exists a plugin that support different hourly rates, but I may be mistaken.
