Problem with DB upgrade 2.1.2

We are upgrading the activecollab from 1.1.2 to 2.1.2.

Successfully copied/replaced the files/folder listed in the upgrade steps.
Cleaned the compile and cache directories..

When tried to upgrade the DB from the web activecollab/public/upgrade/ using the administator account details I keep getting the message "Your setup is up to date!"

When checked the database table "acx_update_history" I still see the latest version as 1.1.2. Noticed the same from the admin profile page in the activecollab..

problem is resolved it was permissions problem
