I have this module active but ti's different than Pages. Pages you can edit in HTML editor, pages have versions, you can check different between page versions.
Documents are designed to let you easily share content, in form of text documents or files, globally. This module is not build to replicate features of Pages module.
Pages module is made for collaborative writing and therefore is tied to projects. We do not have plans to make the same functionality available globally at the moment, sorry.
If the text you want to share isn't too lengthy, maybe you could put it as the welcome message (Admin > System > General) and tick "Show Welcome Page." I don't know where you would edit this message but Ilija or one of the other team members can probably answer that. Worth a shot?

An interesting suggestion. Problem is that welcome message is displayed to administrators only in latest builds, so it would not be the best way to share information with clients or people who are not administrators.
Template for welcome message is defined in dashboard.tpl in /activecollab/application/modules/system/views/empty_slates folder.
I would also just like to chime in on the possibility for a Global Pages module. We've just bought AC and implemented it into all of our projects and everyone's happy. However, we have an old wiki with pages detailing all of the facts (system documentation, internal product documentation, API documentation etc etc) that are all relevant to the projects we are working on. Our programers are doing a good job in keeping those documents alive, but all of us would rather have this within AC to better be able to keep the references within the system.
I've looked at global docs and it does provide a half way solution. But it's sadly not enough as version control and discussions per page are missing. We have one main office and two smaller satellite "offices" and our internal communication would benefit greatly from it.
I've seen your stance here but I just thought I'd provide some more reasoning to why this would be useful, at least from our point of view. If not from "official" support, I'd find this feature important enough to pay for it if a 3rd party dev would take a look at it.

Pages in projects are good. Is it possible to make global section where we can add some internal information or how-tos? (like wiki)
Thanks,
