This text doesn't seem to be necessary. If there are attachments, they should be linked, however is there isn't any, only Attach Files link seems efficient.

Since most of the comments in my case are very short, seeing that sentence is kind of annoying.

I know I can hack the code, but I'm wondering if I'm the only one bothered by this.
